Roading Law and Unformed Roads (large PDF)  Quite long, but this is a comprehensive document looking at public access issues and paper roads (in particular). 

Local Government Act 1974 Roads Section  - Some important bits if you are trying to get access to a paper road (unformed road).  This document provides the sections in the LGA that you can use to request access to a paper road, or to argue your case with the local Council to make them enforce access.
 
 
 
FEI Code of Conduct Towards Environment & Sustainable Development  - Adopted in 2005, the equestrian governing sports body Federation Equestre Internationale (FEI) includes a code of conduct for all riders and riding organisations.
